This error thrown when your VIP are already using by some one.
The VIP should place in DNS server and nslookup command can used to check the DNS entry. Ping the IP address which are assigned for VIP. If ping passes then you have conflicts of IPs. VIP should not replay before the installation of Grid Infrastructure.

what is the solution u found
Are you remove a node of your Oracle RAC before this error message?
